The Telangana Cabinet has greenlit several transformative bills aimed at social justice and welfare.

Major legislative changes are on the horizon in Telangana, set to impact everything from campus life to the gig economy. A landmark act aimed at ending caste discrimination in educational institutions is now one step closer to reality, signaling a new era of student safety and welfare.
  • A high-level committee will draft a new act to combat caste discrimination on campuses.
  • A new law will provide social security and a welfare board for gig and platform workers.
  • The cabinet also approved unique bills concerning parental care and hate speech prevention.

A Major Step Towards Safer Campuses

In a significant move for student rights, the Telangana Cabinet has decided to form a ministerial subcommittee to create the framework for a new law. Tentatively known as the ‘Rohith Vemula Act’, this legislation is designed to directly address and prevent caste-based discrimination within universities and colleges. The subcommittee, led by the Deputy Chief Minister, will be responsible for drafting the provisions of this crucial bill. This initiative stems from the tragic 2016 death of Rohith Vemula, a PhD scholar, which sparked nationwide demands for stronger legal protections for students from marginalized communities on campus.

New Protections for the Gig Economy

Recognizing the growing importance of the gig economy, the state has approved the Telangana Platform-Based Gig Workers Act, 2026. This forward-thinking legislation is set to benefit an estimated 4.2 lakh workers, many of whom are students balancing work and studies. The act establishes a dedicated welfare board and fund, providing gig workers with legal recognition, social security, and protection of their rights for the first time. This ensures that individuals working for app-based services have a safety net and formal support system.

Other Transformative Bills Greenlit

The cabinet also passed several other impactful bills. A notable approval is a bill mandating that government and private employees care for their elderly parents. Non-compliance could lead to a salary deduction of up to 15% or ₹10,000. Furthermore, the government approved the Telangana Hate Speech and Hate Crime Prevention Bill, 2026, to maintain communal harmony, and the Telangana Advocate Protection Bill to ensure the safety of legal professionals. These decisions reflect a broad push towards comprehensive social justice and security in the state.
