Full Definition & Explanation

Article 239A of the Indian Constitution allows the Parliament to establish local legislatures or councils of ministers in certain Union territories, specifically mentioning Puducherry. This article enables the creation of a legislative assembly, which can either be fully elected or have a mix of elected and nominated members. This structure helps in governance by bringing decision-making closer to the people of these Union territories, enabling more localized representation and accountability. The article also allows for the establishment of a Council of Ministers to assist the local legislature. This council, consisting of ministers chosen from the elected body, is responsible for executing laws and policies. With this setup, the Union territories can function with some degree of autonomy, similar to states, thereby fostering better governance and addressing local needs effectively.
